For level 2 missions, I can do them all in this cruiser while saving up for a battleship. 4x 150mm small rails with antimatter ammo. 10mn AF med shield booster webber 800mm steal plates 2x energized basic adaptive nano plating med armor repair
Cheap as hell, can handle any level 2, no fitting issues. If you get a good price on a vexor, we are talkin less than 3mil.

Dont mix tanking types (i.e. shield booster AND armour repper)
Drop the shield booster and fit a cap recharger. In a vexor ignore your shields. Start the tank at armour

Dump the shield booster, dual tank setups don't work. Fit a cap recharger in that slot. Also dump the basic EANP. Using 2 passive rat specific hardners is prolly much better.

I'd adjust it as such
Replace the shield booster with a Cap Recharger.
replace 1 energized plating with a tech 1 version, rather than basic. replace the other energized plating with a Damage Control Unit.
OR if fighting Therm/kinetic enemys, then passive energized thermal/kinetic platings instead.

There are several missions where you get a bunch of explosion damage missiles fired at you. Its hard to tank those on armor. This gives you the versatility you need to do all level 2s without refitting.
Specific hardeners? Thats research and refitting. In my vexor I grab missions and leave station knowing I can handle anything a level 2 throws my way, and its inexpensive. Thats the idea. And cap recharger is out of the equation if the idea is for cheap missioning. Losing cargo space + expensive cap boosts, nah.

You can prolly pull of some level 3's if you throw some good named/Tech II at it.

There is a difference between a cap booster, and a cap recharger.
Cap Rechargers do not require boosting modules, and give a bonus without activation, they are passive modules.

You're confusing a capacitor injector with a cap recharger.

This Vexor can do at least a half of all lvl III.
