Simple one, this. All other weapons can be reloaded in space, or have the ammo changed (the latter is much more relevant for lasers as they don't use up ammo).
What happens if you are flying a drone boat, or even using drones for part of your combat tactics (for example I fly a Raven but rely on drones for anti-frigate) and some of them get blown up?
Unless your drone bay is HUGE, your firepower is seriously degraded, that's what.
So how about an option to (for example) open your drone bay window in space, and drag drones from your hold or a loot can to it?

kind of defeats the point of a drone bay really might as well have a drone launcher. and no i dont want that idea being used

This idea defeats the reason that ships dronebays were reduced in size. So ccp wont ever do this.

Yes, it would require a drone launcher module or anchoring time or something.
But in terms of realism, it not any more realistic than pulling missles/ammo out of a cargo hold and loading them into a launcher.

You could always make it require 95% of your CAP in order to move the drones, in the same way you do when you switch items online in space.

take the domi and the raven. the domi's drone power doesnt just come from the skill bonus to drones, it comes from the drone bay.
when a ravens drones are dead thats it. when a domi's drones are dead it still has a few more waves in the bay to throw at you.
so allowing to transfer drones from cargo to drone bay would take away one of the main advantages a dedicated drone ship has.
it is frustrating that half way through a mission or a belt hunting spree you find a drone in a can that you cant scoop to drone bay to replace fallen ones. in pvp you can scoop abandoned drones to your bay but not in pve.
the question i have is after scooping a drone from pvp you can launch it, then scoop another drone. doing that can give a small ship oversized drones. is that an exploit or a benefit from winning the battle? you cant warp off with them but it does give you a significant advantage to a ship that may not even be able to field 5 drones, let alone 5 drones of larger size.
if its not an exploit then i'd like to see npc drones transferable to the drone bay. either allow this from loot cans only or have them appear in space.
transering from other cans and cargo bay however is a big nono
