maybe its intented, to move you out of empire and use some agents in 0.0?
but i agree some agents are just useless: bad quality, bad systems, bad lvl, bad corps (corps with no lvl3 or lvl4 agents)... its always risk vs. reward and we know the result...

Almost everything was upgraded in EVE according to player base expansion. Agents must be upgraded as well to match the 23k gamers actually online.

No, skippy, you should use your brafns and figure out an easier way to get jump clones access for your corp members (which I doubt you really neeed but hey, if it humps your camel, go for it). As in, have the guy with the highest standings in your corp train some management skills and create a (if need be temporary) corporation that gets you access because that one guy's standings decay to the necessary average that is a corporation's standing much faster.
Like Rod said (and we hardly ever agree on anything), we all knew you people didn't like to think too hard, but come one...

I agree by far with the need to remove quality, if people could use any agent and get the same rewards then people would have no incentive to cluster around one popular system. On one hand I suggest relating the LP rewards to the system sec only, on the other hand if this just encourages everyone to cluster around 0.5 secs then I would say get rid any differences between all agents.

Simple, put the agents in 0.5's bordering 0.4. In 0.6 two out from 0.4, in 0.7 three out... etc. Try to balance the risk v eward of things and have 0.5 agents assign missions in low sec more often while 0.7+ ones do it never to rarely.
You'll see people spread out more then not. And the best thing of all: make sure that the "navy" faction agents always are worse then those of other factions but similar level and placement when compared.
That way you get people to move out of their initial choice for a 'navy' corp, and into the multitude of other npc corps with good agents out there, spreading them out further.
