Fisrt of all: sorry for bad english.
Now the facts:
I play this gorgeus game since opening. We spend moths playng with a player base oh 3000/6000 players online.
Since theese days, the number of agents avaiable ingame never change reasonably!!!! 
There are many, many reason to enanche the numer of agents for the npc Corp: Higher demand, more pilots, insane number of player in same sys (due o presence of 2 good quality agents), normalize presence in the differnt state's systems.
The number of mission runners for the Caldari Navy (for example) maybe increase ten times in the last months, but number of agents never change.
Instead of keep good quality agents moving from sys to sys (with all runners that simply change sys leaving all the issues unsolved) it's TIME TO IMPROVE THEI PRESENCE!!!
Leaving things like are now ATM as no good reason to be understood. The game as is now was planned for a player base that was 1/3 of the actual.
Pls, consider this option, ad if u all agree, sign.

If not creating more agents, it can't be that hard to upgrade some of the agents and give them the same quality as the bether ones. That is the only way to splitt people in the overcrowded systems. I for one don't realy feel like going to a quality -4 agents because the systems where the bether agents are is to laggy.
Other than that make the low quality agents give isk rewards higher then the bether ones but keep the LP rewards as they are. Maybe some people will stick with them _____________________________________________

The number of people runnig missions for the CN increases because none of theese people understand the concept of space travel.
There are plenty of equally good agents with the exact same mission profile in other corporations around the cluster. People simply need to get their behinds unstuck from their starter school stations and the immediate surroundings.
None of the 260 agents in my address book ever told he he was moving. And I seem to be doing fine with missions. Funny stuff, that...

Is there only a good reason to keep numer of agents unchanged?
Once, station can guest only 16 corp's offices. When player base start to boost, CCP changed the rooms in station, giving more spaces to rent an offices. Now it's time to use the same tactic for agents.

So like 95% of the agents in the universe are unused. 5% are *****d to death repeatedly.
Of those 95%, at least 10% is as viable as the 5% of those necrotically abused agents.
And here we have a thread saying we need more agents ?
C'mon, I always knew the majority of you don't like thinking too hard, but this is ridiculous. You can come up with a better solution then this ffs.

The same question could be easily applied to Station offices capability. 95%of station has no offices, or many rooms free. 5% of station have lot of request. CCP decide to improve station offices capability anyway.
If Devs decided so, your thoughts is a bit more ridiculous of mine, cause yours are already broken by facts. ;)

Perhaps a redistribution rather than more agents, I've always found good ones in fairly quiet systems it's just a case of looking.

Fact: Agents with "bad quality" will be used only to gain enough standing to be able to talk to the agent with best quality or if they are at the same station/within same system as the agent(s) with highest quality.
Fact: Each serious missionrunner will work for the very best agent(s).
So fact: Moving agent will not solve the problem but move it to another new hotspot. (as stated several times before)

This will probably cause an uproar but - With the leap in number of players now, it surely is time for an expansion of everything. New systems with new agents belts etc. That will ease the strain on the present systems

Theres only 1 lvl 3 and 4 Internal Security agent for the serps- the rest are couriers- Im not fond of going thro curse with a hauler full of garbarge :(
but empire agents yer theres alot of them and most are relatively unsed :)

Maybe making more agents probably isn't the best solution but atleast improve more of them to bether quality. If you take a look at all the combat orientated agents you will se how that 1/5 is some crap ass agents...
there is about 21 agents with a quality above 10
Counting intelligence, command, security, internal security, personell, surveillance and legal. Besides I think most people find it natural to start with the navy in the early stage not knowing that the Caldari Fund Limited has combat agents aswell.
Also make the required standings alot highr to get to use the high end agents _____________________________________________

Moving the agents around won't do any good. There are plenty of high sec empire systems that are just plain underused. They need to add some high quality lvl 4 agents all around into these underused systems and people would spread out.
Moving the lvl 4 agents to low sec would only decrease the lag due to a chunk of the carebear only mission runners leaving the game and as such not really a fix either. There will always be the carebears, pvpers, and those of us inbetween.

If there are no more low quality agents, but all are the same, then nothing stops people form using all of the agents of a certain level for the npc faction in question.
Hell, CCP could probably delete half the agents in the galaxy after doing this and the average amount of players using any agent would still be far lower then it's currently for the top quality navy corp agents.
Or am I wrong ?
And what use does the quality system serve at this time ?

Make LP apply to the corp rather than the agent, and I'm all for this. Until then, I'm going to keep running the same 3 agents, because it's simply not profitable for me to do otherwise.

So my corp should just abandon it's 7.5 standing with Caldari Navy and go use agents from some other corp, setting our hunt for jump clones back by months? No.

I agree that your solution would work. I'm not convinced its the right approach, but yeah, it would work.
The QL system ties you to a few elite agents in several corporations. I've thought about running low sec agents to avoid the lag, but then I have to deal with pirates while setup to deal with NPCs. I've investigated a couple of systems with high QL l4 agents and guess what--every one I searched thus far has at least one pirate corp headquartered there with the express purpose of ganking mission running battleships/HACs. Since there's no defeating the almighty scan probe, I don't see low sec as a very viable solution.
QLs do seem to serve a purpose, however. They give you the whole experience of climbing up a corporate ladder from a RP perspective.
I'm not big in RP so I wouldn't mind forgetting about that part and chucking the QL system.
Krav PS what I will sign off on is that CCP needs to do something about this problem. Undocking from the station to land amongst 50 other mission runner's ships totally sucks. However they can work out this issue is fine by me, so long as it gets fixed. ===== Close encounter of the Hijack kind? Impossible.

maybe its intented, to move you out of empire and use some agents in 0.0?
but i agree some agents are just useless: bad quality, bad systems, bad lvl, bad corps (corps with no lvl3 or lvl4 agents)... its always risk vs. reward and we know the result...

No, skippy, you should use your brafns and figure out an easier way to get jump clones access for your corp members (which I doubt you really neeed but hey, if it humps your camel, go for it). As in, have the guy with the highest standings in your corp train some management skills and create a (if need be temporary) corporation that gets you access because that one guy's standings decay to the necessary average that is a corporation's standing much faster.
Like Rod said (and we hardly ever agree on anything), we all knew you people didn't like to think too hard, but come one...

I agree by far with the need to remove quality, if people could use any agent and get the same rewards then people would have no incentive to cluster around one popular system. On one hand I suggest relating the LP rewards to the system sec only, on the other hand if this just encourages everyone to cluster around 0.5 secs then I would say get rid any differences between all agents.

Simple, put the agents in 0.5's bordering 0.4. In 0.6 two out from 0.4, in 0.7 three out... etc. Try to balance the risk v eward of things and have 0.5 agents assign missions in low sec more often while 0.7+ ones do it never to rarely.
You'll see people spread out more then not. And the best thing of all: make sure that the "navy" faction agents always are worse then those of other factions but similar level and placement when compared.
That way you get people to move out of their initial choice for a 'navy' corp, and into the multitude of other npc corps with good agents out there, spreading them out further.
