To be an effective frigate pilot you need speed foremost. EW is useful, but don't hybridise your frigates (ie, if you are flying in a 10 man frigate formation, kit 8 out for max pain, 2 for EW and nothing else - all ten of you kitted out with a mix of EW and pain will be a mess and compromise your effectiveness).
I recommend acceleration control skill highly, and also missile launcher, heavy missiles and cruise missiles. The best way to use frigates is as missile boats loaded with a mix of missiles for differing damage types.

Socks - have to disagree with you there. Hybrid frigates suck in my experience. Specialise and fly as a unit and you can lock down battleships no problem.
Speed is everything - ive lost count the amount of times ive been gate camped by a battleship after a raid, only to escape solely cos of the speed of my ship. If you fill meds with EW on a frigate, then you lose speed and it could cost you your ship.

I don't take part in mass fleet fighting. Naginata corp specialises in hit and run raids and skirmishing deep in enemy territory, so speed is very important for us.
Its interesting to see how people do things tactically. Your tactics obviously work for you, but they definitely wouldn't work for the way we fight. Can you lock down and kill battleships well with that setup? I'd be interested to hear how it copes with multiple BS's...

Horses for courses I think is the expression. We fight very effectively with dedicated ew ships and dedicated kill ships. But we have to have speed because of the nature of our work. If you're just flying about hunting opportunistically, then I agree, speed isn't a factor. But flying deep into alliance space, blowing the crap out of a mining operation and then getting the hell out requires fast frigates.

We dont jam with frigs - we always take BB's for that. We attack with frigates, jam with BB's and for heavy engagement use Caracals as torp boats.
Torps take out drones very nicely indeed, and the caracals cover the frigs from distance. It works wonderfully.
BS pilots always find it difficult to believe that their beloved ship is, actually, very easy to kill if you know what you're doing.
