Lately many lotteries take place within eve, so I decided to host one my self
You can get lucky and hold tech 2 BPO in your possession with as little as 20 mils
My main is Grash Freedom of MAZA Solutions
Prize:
Medium Energy Neutralizer II BPO
Total tickets:
Only 100 tickets will be issued at 20 millions each
 Rules:
1)Max 3 tickets per person
2)No 1 day-1 week alts can participate in this lottery, anyone that will send isks will be checked
3)You cannot request a certain number, this is done for security reason
Winning Ticket:
Due to the fact, that there is always a possibility of a scam lottery, I request help from a known trusted by the community person to draw the winning ticket from Random.org
Safety:
How this lottery will work? In addition, how you can assure me that the draw will be fair?
It is simple really and it is the safest way so far in my opinion
a)I will note your name in an excel sheet once payment has been made
b)The names will be entered in excel in first come first served base, but
c)The number your name will have will be randomly selected using Random sequense option once all tickets are sold, so even if your name holds the A1 column in excel, the ticket number might be 86 or 24 etc
d)Once all the tickets have been sold the Excel sheet will be locked using a 16 digit code and uploaded at eve-files, that way everyone that has participate can download the excel file 24 hours before the draw takes place and have the locked excel in their possession
e)The trusted peaker, 24 hours after the locked excel has been released will draw the winning number, once he posts the lucky number on forums, I will release the 16 digit code and announce the winner, everyone will be able to unlock the excel file and confirm the winner
How to:
Send 20 millions isks for one ticket to George Carlin along with an eve mail
Eve mail form:
Your full ingame name
The amount isk of transferred
I will count as tickets only 20,40,60 million deposits. In case somebody sends me more/wrong amount/less isks the money will be refunded in full and I will eve-mail the person

You are using 100 tickets. Thats great.
Just link the winning ticket number to the last 2 digits of a real life lottery. Thus nobody can accuse you of scamming numbers. Even the last guy who did the idea of a locked file changed it to a real lottery as there is the flaw of the person locking and the person picking being alts of each other 
Secondly, put the BPO on escrow for 100bil so we know you have it. Thats all.

Trust me with the BPO? I thought that was just to pick the number?
I'd rather not be "trusted" with a BPO because every other day I'm down in Querious PvPing these days, and you never know when I won't be able to dock for a day as I'm stuck behind a gatecamp

Using real life lottery numbers removes any accusation of number fixing. It will not, however, stop the 3 shell or 4 shell techniques from working. With that said, good luck on this lottery, since you are one of the few who bothered to reveal your main.

I am open to any suggestions about the how the real lottery will work, in Greece we have a lottery with 6 basic number from 1-46 and a joker from 1-30? or something like that, so i have no idea how this can work

Solution: Take the last two digits from the Dow Industrial Average or another stock exchange and use those as the ticket number that wins. Do this of course after the markets close.

The Dow jones average solution is really good,
I am just checking the Daily History and the numbers are random for sure with the only problem that .00(100) is never there 
So i will probably issue 1 ticket less 99 in total and if we get unlucky and the last 2 digits end up to be 00 then we will have to wait one more day for the next closing down of DJ
Now the question is,
is there any point keeping the ticket numbers secret? I can still work the locked excel file but, since we will use DJ as the peaker its pointless
