V3 Ships are re-textured old ships and with new shaders. I assume the V3 is referring to Version3 shaders.
This winter the ships that are getting this are pretty much all of the Caldari and Gallente sub capitals. You can tell cause these ships now have the faction logo on their hull, might have clearer textures and/or just look shinier.
This is in preparation for letting player use new skins and being able to put player corp logos on ships.
