I was offered a 1-run Navy Raven blueprint by my agent for 200k LP & .5 bil ISK. Are Navy Raven's really worth that much? Spending that much ISK would pretty much break my bank. I'm just a casual player and don't know the market very well, is this an offer worth taking?

Navy Ravens sell for 1.2 billion isk each. Its up to you to decide whether you want a ship worth that or whether you want to sell perhaps your only offer of one for a long time.

This is the best offer in game (above 15k LP). A built Navy raven sells for 1000-1200m. (Unlike other faction ships like the Navy Megathron, those can be found below 900m).
Factoring roughly 100m Build cost, and average sell price of 1100m (will take too long to sell above that), You get 500m ISK for 200k LP, a conversion ratio of 2,5m per 1k LP.
Take this offer, unless you want to gamble on possible changes in future patches. Currently, there are no known offers in game that even get close.

200k LP isnt much at all in lowsec.

16k lp's per lvl4 mission in .0, 200k can be earned on a Satruday.

my lvl4 agent hated me then- i got like 800lp from him one most missions and a tops of 5-6k :o never got 16k lp for one mission

Training up the new connections skills (the 90m isk skills) gets you up to 50% extra LP.
So military connections and say political connections (afaik) at lvl 5 gets you +25% per skill to your LP for certain agent types...
So 16k LP is very doable firstly because of the 50% bonus but also because low sec agents give insane LP and rewards in comparison.

I totally agree. You are more than compensated for the whole low-sec risk idea.

Or they will start to go back in the station in a nice shining pod (if lucky).

Sorry, but we do mission to make money, not to enrich the kill board of some gangs of teenagers with distorted sense of pvp.
10 vs 1 is not pvp, it is something else.
