The faction system is badly broken for ages.
Gains and losses work, or not, derived modifications are shown or not shown, or shown and not applied, ... skills have effects, or not, depending on when, where and for whom you run the mission, or kill that ship or structure.
Factional warfare probably will be as bugged as the rest of the political framework.
Amarr ships are covered in pyerite, not gold.
The RP forum is further down the list.

I felt the same way. That's why I joined Ushra'Khan.
But I think being able to attack random Amarrians would be going too far, this is an IC war not an OOC war, the point is to beat them not drive them out of the game.
Those who want to be part of the faction warfare join up the various corps, and those who just want to be left alone, they can do their own thing and be considered "civilians."
