I was trying to get just over 16,000 lp's of course my next mission is for 1,780 lp's. I wonder if the agent will offer the skillbook at just under 16,000.

If you're talking the 15k LP skillbooks, you should get offers for them from 15,000 to 29,999 LP, so no worry 
Just remember that offers are random. You may get the skillbook offer at the first try, but you could also get an implant offer, or one of the beloved drug offers, or anything else. You may have to decline a few offers until the skillbook comes up, and if you get many missions with 1,000+ LP, you might even not see it at all.

Never seen a 16k lp offer....the connections skillbooks get offered at 15k

Yeah but with each offer you have to have slightly more lp's than the offer so for a 15k offer you need between 16k and 17k lp's

I've had the skillbook offer twice, both times at 18k LPs. I've had numerous agents at this level on multiple occasions and generally end up cashing the implant offers that seem to arrive after 18k LPs.

I got the 200K navy raven offer at 316K. Thus - I had nearly 60% more LP than needed.

I got my Political Connections skillbook at 15,037 LPs.
I now have 19.670 LPs on the same agent, and this morning he gave me an offer for 14,500 LPs (The Making of a Ship), that I refused.
Several people have posted on this board that they had a Connections book with up to 27K LPs.
In summary, I'd say that the "15,000 to 29,999" figure posted above is quite right.

I have been trying for CNR offer and despite having gotten to over 550k I have missed every single one so far. Every offer around 200k was for CN Caracal. Most distressing. I have the worst luck I swear. _______

Errr... nm... keep doing this for the navy ravens... it keeps the prices lower for me and it keeps implant prices higher for me. So ignore my post, keep on doing what you're doing :)
As to the skillbook offers, you can get them starting at 15k. You may get lower offers as well at 15k, but you can still be offered the skillbooks/implants. There is a good chance you'll not get the skillbook over tho... so you may consider cashing out on an implant if you get a high priced one offered. I've only gotten 2 skillbook offers and I've done the 15k 1 mission thing about 10 times on diff agents now.

I have done three lp collection runs with one agent. I got skillbooks twice at 15k-16k lps range with that particular agent. Maybe the trick was to decline the last offer just before crossing the 15k lp line and then waiting for the offer. Or maybe I was just lucky, who knows.

That's right, from the BPCs given out with the offers ...
If every one stopped trying to get those offers, the "flow" of Navy Ravens for sale would simply stop ...

I finally got the 2 run Navy Apoc BPC offer for 400K at 612,319 LP so there's still hope for you yet

Which is why I said for everyone else to keep doing it, so I can just buy my raven cheap :)
