Can I solo low level complexes (1/10-3/10) using a caracal? If so is it a better way to make isk than belt ratting?

You should be able to quite easily solo theose complexes.
It's probably not more profitable then ratting as unless you get on the complex straight after downtime or are really lucky it's unlikely the overseers (where the decent loot is) will have respawned. It also depends on where your ratting, in low sec you can quite easily make more money then 3/10 complexes.

I am ratting in empire. I am just tired of jumping from belt to belt. So how high up can I go in difficulty?

A Gurista 4/10 almost got my friend spanked (we were in 2 ferox BattleCruisers) so in a caracal you should consider 3/10 as a maximum... everything depends on skills and fitting though...

The acceleration gates for DED 1 and DED 2 won't even send my Omen into the complex. If you're in a cruiser, you pretty much have to do 3s, at least in the Amarr empire area.

3/10 is probably the max for a cruiser with low skills. Not sure how profitable ratting in empire is (went straight to low sec) so 3/10 might be more profitable.

if you set up for the right type of damage, you can do 3/10 in frigates...
just DONT rush through the complex, so you get ALL the rats on your tail at the same time...
