Forget about implants a second. What is the best item an agent has given you? Just wondering because my lvl 3 agent just gave me an Energized Nano Adaptive Membrane 1, or in other words a tech lvl 2 multispectral energised armor hardener. Which is verrah verrah nahs!

Sorry, to break it to you, but it's tech lvl 1, too. There are several items which have "basic" and "I" versions - but both this types are lvl 1.
And nevermind that the nano membrane I is only 1% better than the basic version.

The elite version is also marked as tech lvl 1 though. hell, the highest weapon mods wer emarked as tech lvl 1 until CCP changed them. What they say they are and what they actually are appear to be two different things. Fact is, it;s a tech level higher than normal.
Which indicates that, in theory at least, it should now be possible to obtain other higher tech level items. Miner 2s anybody?

Again, no. Check the patch notes. In one older one there's actually an entry about this. Let me search for it myself.

True, they are better version, but that doesn't means they are techlevel 2. We have, for example, a "basic magnetic field" and a "magnetic field I" or a "basic expanded cargohold" and a "expanded cargohold I" - all are tech lvl 1 here.
Or, your newb ship starts with a "basic miner" and not a "miner 1". With your argumentation the miner 1 would be tech lvl2 and miner 2 tech lvl 3.
You could say the the "basic" are tech lvl 0 and the "I" are tech lvl 1.

OK, so not strictly a reward, but I just got this drop from a DED mission requiring me to kill a 1500 ISK(!) rat:
Photon Scattering Field 1
Not sure how highly these are rated, but it increases EM damage resistance by 50% while activated

Yah, I got a Heat Dissipation I drop which does the same thing for thermal damage. Advanced Market info says it's worth 600k but I can't confirm this.
