This would be true if the game wasn't balanced for strength 2 scramblers, whom have inadequate range. It would also be true if dampeners and scramblers didn't operate in the same slot.
Quite simply, strength 1 disruptors are too weak to be much difference. You need either one, three or six of them to overcome the different seriousness of WCS usage. And since in order to lock down a battleship reliably you need three dampeners we are looking at the use of all six mid slots of an Arazu in order to disable one single battleship with only moderate use of WCS (two). The only thing that will make the Arazu or even more so the Lachesis anywhere near on par with Falcon, Pilgrim, or Curse (Rook is actually not that uber) is to increase the strength 2 scramblers to ranges outside the 3-dampened state of a battleship.

Tuxford, this is a personal request: since game mechanics prevent me, could you go over to Roden Shipyards and nuke their design teams? They aren't doing a terrific job and could use a new start. Make sure the missile launcher hardpoint BPOs are destroyed with them, please.
You've got CreoDron doing drone ships Duvolle doing high-tech application ships (coverts etc) And why not have Roden Shipyards doing traditional Gallente philosophy ships, aka close range ships? Why force them to do flawed half-Caldari stuff? Half-arsed efforts never payed off, as can be seen with the Ares, Eris, Oneiros, and last but not least Lachesis.
