A 13K phone bill is nothing if you happened to do work by the phone (ie. telephone sales or whatever).
Regardless, if it's true, you better off hiring some some real life people to bust his knee caps or *****his kids then to come to a forum.

I have to say I don't understand really why there's a discussion about a strange 13k RL problem in this forum. Solve your RL problem by hiring a lawyer and solve your 70 Million ISK problem by hiring mercenaries if you want. If you start to mix you RL with virtual life it's also time to contact a psychologist. Honestly.

Not trying to fuel the fire, just a little FYI...
Cell phone companies (at least all of the ones I, my friends and collegues have dealt with) do not monitor accounts for non-standard usage. I know several people that have had monster charges on their cell phones and received no warning at all, apart from their bill. Some companies may now be offering this as some kind of service, either value-added or for a premium, but it certainly isn't standard.
And, depending on your plan, it is possible to accrue $13,000 or more in a single month. I've seen a bill for more than $8,000 that was racked up in three weeks by a fourteen year old girl.
That said, I'd still be a lot more ****ed off than the OP.

^ What he said is totally true. It is very easy to rack up several thousand in "overages" in the span of a month. Whether or not it happened here remains questionable, but the only way to prove it would be to show us the bill or something, but even then, it's not necessarily something we need to see in the first place, it's something the authorities should deal with. However, if he is indeed the ******* you make him out to be, I have no issues violently removing him from his pod.
