Ya but that thread was started by Seleene, and its well known that she is Blacklights alt. So obviously this is part of some sort of master plan. CCP would seed skills unless thier mains in BOB needed them...
That, and CCP must have feared the storm of fecal matter that BoB's forum warrior armada could have raised if they became directly concerned on this issue.

Co-incidence? No.
Someone gets near to finishing something, then the fact that stuff that goes with it is missing, becomes more relevant and urgent.
When I couldn't fly BS, I wouldn't have really cared that 425mm railguns weren't available. When I started to look at fittings though, I'd be starting to whine about it.

Locking thread, this is starting to go downhill.
CCP have before only seeded skills when people were close to needing them, so don't assume its a BoB conspiracy.
The only BoB CCP have is Band of Bloggers
