I fly a rapier so much, and talk about it so much, that it's become a running joke in my corp. Kcel was wrong on the range but right on the idea, it's a support ship, get a Vaga for solo pwnage.
So, here's my current setup:
High: 3x720s, cloak II
Med: 10MN AB(no need for mwd with arties, painters and webs) 2x Faction Webbies (I'm using 14KM which gives 47km with Recon 4) 1x target Painter (insta popping frigs is fun) 1x Multi-Spec (or target disruptor or 3rd web, lots of options even Invul Shield would be ok) 1x Large Shield Ext
Low: 1x PDU 2, 3x Local Nanos (or Gyro IIs, PDU IIs. I use nanos for speed and faster warping)
I've found just the Large shield extender, which gives over 4K shields, is enough defense in small gangs. If I know we're going in outnumbered I may put a Invuln or 2 on. They are still fairly cheap so getting faction webs isn't too painful. ----- Beware Rodentz with Gunz

I absolutely love this ship. I use two setups, one for gate camping and small gangs, and one for solo roaming.
Gate camping / small gangs:
3x 720mm Arties 1x Covop Cloak
2x DB Webbies 1x Tracking Computer 1x SB II 1x TP II 1x 10mn Aft
1x Gyro 1x RCU 1x Med Armor Rep 1x Dmg Control
4x Valk IIs
This murders support. It is paper-thin though. So if you start taking any damage at all, it's time to bail. May try swapping the rep out for a plate, and the afterburner for another EW mod.
Solo-ing:
3x 220 AC II 1x Covop Cloak
2x Multispec 2x 7.5 Scrams 1x MWD 1x Web
1x 800mm Plate 1x Hardener (I solo in Blood space, so usually Thermal) 2x Gyro
4x Valks
Haven't tried this one too much. But it has worked on the occasion I did use it.

Is there a reason why you have a MWD on a cloaking ship for PvP stance? I mean I don't know if you know this, but like if you have the opponent ECM jammed + webbed. You will more than likely be faster than the target. 1 more ECM only increases the chances more to get a ECM jam.
As it stands you have a MWD that does nothing for your setup but help you run away. I mean if that's why you're fitting it. Then more power to you. If you're fitting it because you have close range gunnery on. Then you're fitting the MWD for the wrong reasons when you can sneak on a target with the cloak (Be in range).

Hmm..you make a good point. The MWD is there not for range purposes. It is there for running away. I don't fit stabs (ever), so I do need something to help me bail if I need to. Of course if I'm not webbed, I can easily get out of range, especially the people I'd be hunting (NPC'ers) probably don't have a scram. Perhaps throwing out the plate and MWD and adding a shield extender and a damage mod/nanofiber would be more advantageous.

yep i fly it in a similar way, with the MWD for escaping. sometimes even when cloaked, I have a short ammount of time before the target moves off, so the MWD is handy to quickly get in range. i tend to use the MWD in most my solo setups, it's just handy to be able to get about quickly, when not always got instas and also to be able to run away from interdictor bubbles too. it offers a lot of flexibility and survivability to the solo pilot.
i know someone who flies a Rapier with two large shield extenders, and have done it myself. it works well for soloing. while i sometimes prefer a plate to allow my mid slots for nasty webbing and ew, you then have to think about an armour repairer if you are going deep into enemy territory and no stations about to repair in. with the shields they usually buy you enough time to take your target out and then escape, the advantage is that they naturally repair themselves without needing active extra modules.

High: 3x650mm t2 arties, cov ops cloack. Med: 10mn t2 mwd, faction warp disruptor,2x fleeting prop inhibitors, 2xlarge T2 shield extenders. Low: 3PDU T2 1x Gyro T2.
Somtimes I drop one of shield extenders for T2 sensor booster. Add small mobile warp bubble and you get perfect trap for these fast frigs on instas.

ECM and light tank. No need to gimp your mid slots for shield tanking. Shield tanking is cool and the Rapier can do it well, being it has the mid slots for it. However, this isn't a Raven. You're the only one there to web/scram the target. Not to mention you wont kill the target in 10 seconds. Unless it's a frigate.
That is why I focus on crippling a target with EW than about making a leet tank. Having a tank is good, always need a back up but not a full tank on this ship in solo pvp against real targets. Go cheap, go hard, and cripple your opponent with EW and leave the plate there with a rep if you want to. Just incase your 60-80% jam sucess fails for one cycle.

Yeah id also like to know any good setups with a probe launcher on it.
Would need a little survivability for when the gang arrives but main goal is to find and tackle the target.
so atleast
1 cov ops cloak, 1 probe launcher 2 webbies, 1 disruptor (probably faction)
Does anyone know something that works?

No, you won't get half decent damage with 2 guns and drones. You may be able to solo frigs and haulers I guess.
Anyhow, my regular solo setup uses 720 IIs, 2x RSD, 2x Web, 1x Faction Disruptor, 1x Sensor Booster. Can take any cruiser solo if played right.

A combined setup would be for gangs i imagine.
Anyway this is what i came up with as combo.
highs: 2 x 650mm II 1 x cov ops cloak 1 x probe launcher (do these have named variants?)
meds: 2 x DG webifier (could use normal too) 1 x DG disruptor (24km hope i can afford that :S ) 1 x Sensor booster II 1 x Target painter II 1 x Named 10mn Ab
Lows: 1 x Med "accom" reppairer 1 x 800mm rolled tungsten 1 x Damage control 1 x Co-proc
Shame is that without the co-proc im 0.5 cpu short of fitting an internal force field (17 tf) Dunno if adv. weapon upgrades would solve that.

1 covert op cloak 3 720mm t2
2 fleeting webbers 1 ts disruptor 3 sensor damper t2
2 gyro t2 1 med rep t2 1 enam t2
4 t2 med drone
and when flying wit a buddy in a eos it kicks ass for the bonus to web\disurptor and damper range and thats how it should be used

This is the first setup I have seen that I would fit to my ship. I also fit a shield, and some sig amps in low. Lets not fool ourselves with all the plates and invulnerablity fields. Why not change the sensor booster II for the named sensor booster that gives the same stats, i think it has less cpu requirements.

Anyway been playing around in quickfit and this is one damn versatile ship :)
what i got is basicly:
highs: 3 x 720mm II 1 x cov ops cloak
med: 2 x DG web 1 x DG disruptor 1 x Sensor booster II
2 slots to play with either damps/painters/ecm something like that.
lows: 1 x Med "accom" repairer
3 slots to play, resistance plating/gyros
got about 20 pg and 190 cpu left when i leave all those playslots open so moore than enough room to do whatever u like.

Ignore the sensorbooster, cos when u uncloak on a target u will be locking instantly and by time the booster is active uralready half locked on target and gettin minimal boost from it.
With signal analysis lvl 5 u already got a quiet respectable lock time to make any enemy cringe and be locked down. Also Dread webbers are for a better word rubbish in comparison to a x5 or fleeting. Wit recon lvl 4 x5\fleetings go to 34km and a fleeting still got 90% effect wheras dread got 60-70% effect. The dread disruptor is fine in spot though.
So basically ur setup matches mine

Anyway 70% or 90% doesnt really matter cause im dual webbing anyway.
(i suck at math and im tired) dg web: 70% + 30%-70% > 70+21 = 91% slowdown fleeting: 90% + 10%-90% > 90+9 = 99% slowdown or dg + fleeting which gives me 97% slowdown and the range...
anyway does that 8% really make so much difference
Ill make sure to buy some fleetings too :P

That is my fitting:
HIGH: 3x720mm, 1x Cover Ops Cloack MEDIUM: 2x Webs, 1x Target Painter, 1x Shield Hardner, 1x med Shield Booster, 1x Shield Boost Amplifier LOWS: 4x PDU
This fitting allows you to use the Rapier as a heavy shield tank combined with low signature Radius. As a Support Ship you can take damage from a Battleship for some minutes while the person who does the damage can fire.
The hard part is the missing WSC but my Fitting is more designed to survive a combat and not to win it (alone).

Okay, this fitting will cost a "Giant Station Container" of ISK, one may exchange the inv. field and gyrostabs to ordinary tech2 to save some isk and still have some cpu/pg left.
Even the t2 inv. field will provide good balanced resistances.
This is "pludders" first attempt to suggest a fitting of a Rapier.
PS: Any feedback will be welcomed, bear in mind that this setup is meant for use with a wing-man or two... And perhaps some soloing in between if the prey is poppable.
Cheap Setup: Hi: 3x 720's 1x Smokescreen (or perhaps a ordinary t2, with the skill Recon Ships 5)

Oh my, its sooo funny to read all those cr4p setups. MWD/AB? Extenders? LOWL RCU/PDU? WTF? Fill the meds with EW and NOT try to tank it over - then you will have a ship thats a cloaking EW-monster, the ship it should be. Anywayz, just my two cents told. No prob if it wont reach ears, just be sure that I loot your cloak, thxbye.

It was just a suggestion, i dont have any of the fat loot mentioned, infact i'm caldari, and a rapier wou°d see to be quite wastefull skillwise to go for.
Hehe.. Anyways... So MAX DPS is the thing to go for (+web/disrupt)

Dont bother tanking the rapier if anything you may need a relay or two if you wish to use the quake ammo. No point in buying a webifier that out ranges your warp disruptor. Tbh the covert ops cloak II will do just fine.
Not sure if your going solo but if you are anything below battlecruiser is game anything over and it will be able to tank you easy unless poorly setup.
I can understand why people would fit an mwd, its alot more tricky to fly covertly than it would first appear.

2x 720mm II, 1x Domination 720mm, Cloak 2x Fleeting Web, 1x Domination 30km Disruptor, 1x Shadow Serpentis Sensor Booster, 2x Jammers (Caldari and Gallente unless you have a preference) Small Rep II, 2x Adaptive Nano II, 800mm Plate 3x Valkyrie II, 2x Warrior II
If you're flush, the jammers can be DG Multispec, and the rep & nanos can be Sansha. The only real important parts are the Domi Scram (can use a Sansha/Blood 28km for cheapness), and the Domination 720mm (can't fit a third 720mm II).
Gang - Support
3x 720mm II, Cloak 2x Dark Blood Web, PWNAGE/Target Painter II, Serp Sensor Booster, 2x LSE II 2x PDU II, 2x Local Hull Nano 3x Valkyrie II, 2x Warrior II or 4x Medium ECM drones
This ship is great for supporting battleships, making sure interdictors dont get to them, and generally killing support. As mentioned above, 47.6km range with Blood/Sansha Webs at recon 4, 56km at recon 5. Also with 2 Nanos you'll do around 320m/s, meaning it's a viable ship for getting spots and such whilst cloaked. Finally, it comes in at over 7k hitpoints depending on skills.
I like to drop the Painter for a scrambler sometimes (28km or 30km), because it can be really annoying when you can web someone still but can't hold them in place.

I would have to agree with his statement. all be it rather harsh. tanking such a ship is silly. I'm not gona sit here and give out a setup but you have to think of the entire ship and what its meant for. you can chose ANY target. you can appear at ANY range because of cloak. Hold them there with dual web. you can basically look for that perfect scenerio and wait for the perfect timing. So with that in mind if you need MWD to run then your doing it wrong. The fight should be won by a landslide before your even uncloaked. then there is ammo to be used for the perfect range. makeing sure accuracy isnt going to ruin your day. And for gods sake its got a painter bonus USE IT!

Yes in an ideal situation this does make perfect sense, and the best way to fit your ship for a known situation. However, I personally fly my Rapier, a lot of the time with a MWD and 2 large shield extenders. Sometimes i also have an offlined scan probe launcher in my high. I use my Rapier as a multipurpose tool kit, scout, tackler and anti-frig. If I was sure every time that the enemy did not have a gank squad lurking round the corner, or that there is an interdictor behind the next gate, or that friendly ships would make it in time when a target had been caught, I would love to fly the "ideal" Rapier setup.
