This is probably an easy question, but what HAC would be good for someone who likes to get up close, hit hard, and still be able to get out of there if things get too rough?

The Vagabond is the only one that will let you run like a girl when things go wrong, the rest tend to get killed before aligned.

Yeah deimos & zealot will just drop like flies, vagabond is a pita to catch though, if you want to hit & run, vagabond is the way to go, it really outclasses any other ship in the game for this purpose at the moment.

the deimos is a good HAC which will allow you to hit hard, and very hard if setup correctly, but it lacks the ability to get the **** outta there when the **** hits the fan. the Zealot, is a good alrounder and can do some phenominal amount of dmg, and relativley nippy. the vaga, will allow with good skills, to do some truely stagering dmg, and it can tank like a bastard. it also shifts as quick as an inty and i have seen ones move faster than that!

Snaked up Vagabond, with 2 damage mods 2 nanofibers and a damage control in lows.
also fit a tracking computer and use a tracking implant, because then you can use HAIL M... The speed nerf on hail is totally negated by the snakes, and the tracking comp will help you hit things with it. At that point vaga's should put out awesome damage. 
If you need to get out and things go wrong, or you find a tank you cant beat before you are nossed to death, or just need to kill inties, unfitting hail and switching to barrage will allow you to fly around 7km/sec with sick agility thanks to the two nanofibers.
cost of those implants might put you down, but you could consider low grade snakes, which don't totally negate the hail speed nerf, but you will still be pretty quick. and since vagas cost around 200 mil, if you can afford to pvp in em you probably can afford to pay 450 mil for a low grade snakeset

Well, the first 2 points are covered by:
- Vagabond - Deimos - Ishtar - Zealot - Munnin (with AC setup) - Eagle (with blasters)
However, the last "get the hell out" clause drops pretty much everything except the Vagabond, unless you want to gimp your ships and fill all your lows with stabs. Vagabond is the ultimate current hit+run ship. Especially in the stababond setup, with stabs, stabs, stabs, spam, bacon, eggs, and stabs in lows. 
If you want solo/pair survivability, Ishtar is a good choice. Hits hard (with drones), very versatile, tanks like a beast.

Cerb tbh isnt a close range pwnage ship, however blaster-fitted eagle is. Its more like a cheap mans deimos, but if needs be you can fit rails and snipe 205 km :P Very versatile too

Not bad dps and a nice tank 
Fun at its best to take long range fitted bs down with an eagle
