Simply a lack of ISK.
I've also encountered a mission called Technological Secrets (3 of 3) which features a Republic Fleet Stabber which orbits you very quickly at 30k. I was unable to touch it, any thoughts?

drop a can and bookmark it.
AB/MWD away from the can.
When the stabber gets to the can, warp away.
Then warp back @ 0. lock, web and toast him.

Found an amusing setup for a bait ship or a tanking ship.
HS
3X Medium Pulse Laser I
2X 280mm Howitzer Artillery I
1X Medium Nosferatu I
MS
1X Y-S8 Hydrocarbon Afterburner
1X Medium Peroxide I Capacitor Power Cell
1X Cap Recharger
LS
2X 1600mm Reinforced Rolled Tungsten Plates I
3X Reactor Control Unit I(Eng III)
1X Small I-a Polarised Armor Regenerator
End up with over 11,000 armor. Still fast, with the y-s8 about 340 m/s.

MThis is my Duramaller setup for level 2 missions. It ploughs throught them.
This setup can sustain the Rep and Lasers with minimal skills and mid range named modules. I have zero fitting problems.
Highs

I thought the first post setup was ok but if you really want to PvP and be the bait or withstand damage a 1600 plate will only last an extra 10 seconds you need to fit it to counter the barrage.
Here's my suggestion.
Highs
5 x Medium Pulse Lasers II Scorch S
1 x E50 NOS
Medium
1 x AB II
1 x Warp Disruptor
1 x Medium Cap Booster
Lows
1 x 800mm Tungsten
2 x Medium Armor Repair II
2 x EANM II
1 x Damage Control II
This can uniform tank 250 DPS until your boosters run out which should take about 10+ minutes with a full cargo bay.
