I'm training for the Ishkur currently as I love small ships and drones. I mainly plan to use it to run level 2 and 3 combat missions.
The big question is: Railguns for catch-me-if-you can sniping, or blasters for insane up-close damage?

I would say small railguns, lots of drones, a some nosferatu is perhaps the most popular option =)

Honestly, both work well.

Small ions, all the way.
With this ishkur you have two big advantages...
A) Resistance, against the right NPCs you are god. B) Speed, BS can't hit you, missiles above heavies don't do any damage (5.8 or so a piece)
To use speed to your best advantage run something like this...
Hi: 3x Small Ion IIs, 1x Small Nos Med: 1x AB, 2x Cap recharger Low: 1x Small Armor Repairer II, 2x Magnetic Field Stabilizers II.
You can't die with this setup, get in close, turn on the nos and rep and guns and you will never run out of cap, holds stable at about 40% with mediocre skills. ----

New question, for blasters: 3x Neutron + MAPC in the lows to fit them or 3x Ion + Magnetic Stabilizer in the lows
Please try to avoid tech-II modules in your setups, as i don't have the skill to fit most yet. I can use T2 ABs, and can nearly use T2 hybrid turrets, that's all.

I'd go (and will go, when I get my AF skills) with ions + damage mods over neutrons. After all, you boost both damage AND rate of fire for ions, making them more effective than the neutrons.

If you want it for ratting go for damage mods or any fitting stuff you need in the lows, and then a gisti shield booster in mid slot.

I prefer 125mm rails to blasters vs lvl 2&3 missions, nice to change to blasters when taking on BS.
In general though, fit a T2 AB and a T2 rep, that will see your through fine.

Good idea in theory, but i don't have the money to throw doen on faction gear, or any decent shield skills for that matter.

depends, if you want it for ratting, I'd say fit the neutrons, the neutrons and ions+damage mod should come out to about the same damage over time, and neutrons will eat less ammo over that time. This is what I use for lvl 3 minmatar missions (read angels)
3x 125mm Rail IIs 1x 1mn ab, 1x Web (gonna drop for cap recharge) 1x cap recharge 1x SAR II, 1x EANM II, 1x Energized Reactive Membrane II
7x Warrior IIs

Sure Mag Stabs are nice to have but honestly the majority of your damag is coming from drones and getting swarmed by NPC AFs and interceptors can hurt without good resists and if you're against angels you must pathc that explosive resistance whole or you wont have an ishkur for long.
I just got back into lvl 3 missions, and just did portal to war series, that part 2 is annoying but very much doable if you pay attention have armor compensation skills up for this as it helps alot...
granted you might not have the skills to use t2 membranes...
Honestly dont get in a t2 ship until you can fit guns to match, its just silly (or in your case drones to match)
