Have you heard rumors and whispers of a completely new pirate faction ship line coming to New Eden with the Kronos release on June 3rd?
That is true! With Kronos we will introduce a new ship line for the Mordu's Legion faction with frigate, cruiser and battleship. All those ships are specialized on missiles, speed and warp disruption/scrambling range and will give you new exciting opportunities.

BPCs for the ships from the big 5 pirate factions can indeed drop in their own areas of lowsec, through exploration drops and asteroid belt commanders.

Yeah and it is a great design choice, so much so that i bet you would have prefered to do what Quinn said, if it didn't mean changing a bunch of stuff... I might have missed it but do the Mordu's legion blet NPC point the players?
We could have easily limited the areas that the Mordus NPCs appeared in, there was no technical limitations involved in this choice.

Hey Fozzie, I haven't found any Mordu's NPCs in belts yet so I haven't tested it on the test server, but could you confirm whether they are farmable in a stealth bomber? Did you have the use of stealth bombers in mind when designing them at all? I ask because I don't think an influx of stealth bombers farming Moru's ships adds anything to the low sec ecosystem--it is a very risk free activity (e.g., farming clone soldiers in SBs is very safe and if players can now also farm Mordu's rats at the same time this will become a much more popular play style)--which doesn't seem to stack well with how rewarding it could/will be. I did test whether you can run the Besieged sites in a SB--I couldn't get past the second wave--it is tricky, but I think doable. This is a worry I have, too. In general, I don't see a point of adding content to low sec if it involves little risk for players--as in the case of the safety of running content in a SB.
We're definitely keeping long range stealth bomber farming in mind with all of this lowsec content. I think you'll find that the besieged sites are even harder to run with bombers as of the recent updates to SISI.
The Mordu's Legion belt rats have tricks up their sleeve for fighting off bombers and you may also be interested in this Kronos patch note:
