I am a ratter that currently resides in a 0.0 system. However, the system is not true 0.0 since there are gate guns, and no battleship rats. I would like maybe a tentative timeline for when it will be fixed. No idea what section I should put this in so here it is....and I might tell a system dev where I am if they ask, but since I don't want any more pirates there y'all can just guess.

This is not a bug, it is totally intentional. Also note the fact that there are no battleship rats has little to do with it.
The system is most likely something like 0.00372 security or the like, and shows as 0.0 (but is actually positive).
Going into true 0.0 won't make you find more battleship rats if those true systems are similar in sec status to the one you couldn't find them at--for example in a -0.012 you won't find BS rats. However, in a 0.78 you'll find tons.

In my travels I have only come across one such system and that is egbinger, do I get a gold star?

Sure you will, I'm currently roaming around 4C-B7X in Outer Ring which has a truesec worse than your example (-0.00573) and there are plenty of Megathron and Dominix rats just hanging out in the belts.

True 0.0 is always a number: if its "named" its not true 0.0.

I'm probably missing a few, but the exceptions include the entire Utopia Constellation in Curse (this has a backstory), and several systems in Syndicate and Outer Ring.

Add vestouve, theres others too.
Theres also true 0.0 with gateguns but they dont fire
And @ the OP. It's not broken

Since when has EvE ever been about keeping pilots from shooting themselves into the foot? Makes for such hilarious teamspeak at the very least. Next you're gonna propose making jump gates non targettable eh?
I've personally seen a gang leader attempting to blow up a shuttle near a gate sentry in Egbinger with an assault frig.

I had a duel with a guy a few years back and lost sec status in a 0.0 (ebingdur or whatever it is)
Anyway, we peitioned it and got our sec status back. The GM said that the deciding thing is actually whether or not the system has empire sovereignty. So, check the top left corner to find out if it's "true 0.0" or not.

it used to be numbered correctly but it got borked a long time ago , it is a normal ccp rounding error -
i.e. hophib used to be 0.1 then after the 1st BIG patch it got shifted down to 0.0 but the gate guns will still gank you. It was fixed after a time and then got itse;f unfixed again... it is prtobably one of those small things that has not been fixed and no one has bug reported it for agaes so it lies forgotton...
Bug report it and see what happens.

95% of all systems in curse are named any they are all true 0.0
