Okay alot of people in the Help Channel is asking a bunch of qestions everyday about how to get a level 3 agent. So here are some quick and dirty tips, just for the newbies, on agent progression.
First, just start with your level 1 agent. Despite what people say, LOWER QUALITY AGENTS DOES NOT MEAN YOU CAN'T GET A BETTER ONE BY WORKING FOR HIM/HER. Just start banging away at those missions.
Then, do over 20 at least. Don't panic if you don't get a new level 2 agent when you reach 21, just keep going. Sometimes you'll get refered to another agent of the same level. DO NOT SWITCH. Even if the other agent might be an "awesome" or whatever. Just stick to one agent.
Having a POOR level 3 agent does not affect your chances at getting implants. I have a -16% (Poor) level 3 agent and he hands out implants like they were growing out of his ears.

The fact is that i still don't have a lvl 2 agent after doing 100+ missions for a lvl 1 agent.
I guess he simply doesn't like me :(

you didnt happen to do maybe 50 missions for an agent of the opposite faction?

If you do missions and fail them is about a -5. ie: you have to do 5 more missions to make up for the lost one.

Has anyone ever gotten more than 1 L3 agent from an L2? The L3 I got is in a rough neighborhood.

I would like an answer to this one too. I got a lvl3 referral after about 100 missions, but that referral is 67 jumps away.
So I crank out more missions with the lvl2 hoping I would get a referal in the SAME station that is a levl3. No go. I cannot get a referall to the agent in the same station my levl 2 is at for some reason. I have done over 350 missions with this lvl2 and have the Excellent rating or whatever (full right bar) and all I get is regular missions.
I finally went the 67 jumps to do some level 3 missions, but only got to about 25 of his missions so far.
I ended up buying the implants for convenience, but I want to finish my level 3 so that I can get a level 4 agent.
Ideally, the level2 agent I working with should refer to agent who is in the same damn station as I am in. Hell, they should know each other real well!

But does having poor agents affect the chances of referral?
Also, has anyone ever gotten a l3 from a L1 agent?
