No your agent is fine. I had to do over 60 to get an implant. Just keep plugging away. If you can bribe that agent it might help.

If you do missions and fail them is about a -5. ie: you have to do 5 more missions to make up for the lost one.

I know this is a crappy way to do it, but all those options are saved in the prefs.ini file in the cache folder. You could edit it manually if you needed to. I had to do this when I picked a res my monitor didn't support, eve would not load up for...
