unfortunatly local is not the only way place this will occur. not every 1 in their corp and even alliance like eachother. people forming a gang to abuse you (granted you could leave but still this does not stop it being done).
By that logic, we should remove evemail and chat channels as well.

ERRR wtf? how has asking if there is going to be means and ways of petitoning something on voip got anything to do with not putting it in. tbh i could't careless about you putting it ingame cus as long as ts is free i will use that. i just don't want some 14 year on a sugar rush being able to freely abuse me if i get draged into some 1 elses conversation on it.
maybe you should post some details about who will be able to talk to who (will people paying for it be able to use it to talk to people not) and such.
i do not want to turn in this into a debait about the logic of having such a system in eve unless you do i just want to know what abuse and harrasment protection it's going to have as a ccp provided service.
You have to accept to join on a voice channel (opt-in) and likewise can easily leave it. You can also put people on ignore to prevent them from ever talking to you again. The harassment petition category won't go away either.

no, by that logic you should keep a record of what was said in them. Imagine doing that 
No, you are on the other end of the problem. Here we are talking about the ability to initiate the harassment. If the drawback of opt-in voice chat opens up the ability to initiate harassment and thus shouldn't be done, then likewise, chat and evemail shouldn't be done since that has even easier ways to initiate harassment.
But in all cases can you choose to ignore it, and report it.
