What does Eve-Online desperately need gameplay wise?
Let's not bandy about with words or my definition versus your definition. Eve is a game, and while you could call a "Heavy Assault Ship" a "Pink Fluffy Bunny" instead and argue that Hacs should should get bonuses to fur growth versus armor resists it would be equally pointless. Let us not forget-

What a ship does now, and what gameplay needs it to do is much more important than any artificial label it may or may not have.
So let me frame the question thusly; Does the game need another ship that does a lot of damage, or specialize in damage through it's bonuses? Or does it need a ship that can overcome massed stabs and/or combat ships using 3+ stabs to gank and run away? What troubles gameplay now, and what solutions does said ship bring to gameplay?
I put forth that massed stabs and combat stabbed ships are a large detriment to gameplay. Forcing people to stay and fight once committed or engaged is EXTREMELY difficult and frustrating. As evidence one can easily see the literally hundreds of threads screaming about stabbed ravens, stababonds, geddons, temps, caracals and a myriad of other ships with multiple stabs that are combat proficient.
Now imagine you have an incredibly fast and agile frigate that can scramble for -2 out at 11 km or so. Imagine that it can scramble for -1 at 28 km or so, outside nos range. Imagine that it has a bonus to range and cap use on scrams so it can keep multiples scrams running. Imagine that it does a little more damage than it's T1 counterpart, but not much. Imagine that you could use it in empire. Would this ship not enhance gameplay? Would it be useful? Would it be more useful than another ship that specialized in damage, considering we already have so many of them?
Very very very much so.
It doesn't matter what the ships are called, or what RL definitions may or may not be. Eve Online is a science fiction game. What matters is gameplay. Gameplay needs ships with scrambling bonuses. Of all the ships in the game, the intie group with it's bonuses to speed and sig rad can fill this niche the best.
I know individuals may enjoy having a ship that can choose when it wants to engage, escape at will, have double damage bonuses for massive damage output and enough mids to scram, web, and have the fastest speed ingame. But it's not balanced and furthermore they are not enhancing gameplay and the CCP endorsed concept of mixed fleets.
Inties should lose a damage bonus in return for a scrambling bonuses.
