Feel free to start right away and get blown up. If I had the time to answer in detail, this would turn into a two-hour lecture on not to rush into EVE. I'll just give you the executive summary:
Ships get blown up for one reason and one reason only: lack of appropriate defense. People like to forget that you need to keep your ship in one piece to win the fight. Frequently, the destruction of a ship is of course directly related to the pilot's actual skill (or lack thereof) in handling his craft. Just as important however are the ship's defensive systems, and those are all skill-based.
Shields (hp and recharge), armor (hp and reapir ratio), speed and agility and above all capacitor (volume and recharge) are much more important than you waepons' rof or dot.
You, like most rookie pilots, chose the wrong skills to train first. Of course you can take out the weak targets in lvl 2 missions now that you have medium range and a bit of power. But with this skill set, you can't tank ****. And you'd have to tank quite a bit when you start with lvl 3 missions.
Now of course you'd want a recommndation. And I hate giving freebies...
Anyway, you have enough skill to make a living. Now train your Learning skills to lvl 4. Then work on Engineering skills, Navigation skills and Mechanic skills (referring to the skill GROUPS here) in that order.
While you do that, grab a frigate and rat in accessible low sec space. You'll learn plenty about combat without running the risk of losing much in the process. You'll also want to make friends, not many but good ones, and get them to take you on their lvl 3 missions, or fly wing for you. Watch and learn. Eventually you'll know when you are ready to go on lvl 3s on your own.
Until then, if you absoluety insists on doing lvl 3s, get a Badger II and fly courier

I've done a three of the L3's in a Rifter, fully T1 fitted (I'm talking the only named module is the afterburner), and six other missions in a Rupture (afterburner & autocannons). While I'm looking forward to taking a Cyclone in (just trained it this morning), many of the L3's are quite doable in a cruiser, and you don't have to have amazing skills. I've got 1.3 million skill points, with 4 in all my basic learning, 4 in my shield skills, and the minimums to use my medium AC's and heavy launchers. Pretty much all my secondary skills are at 1.
My point is, you're not flying a T2 HAC in there and losing a crapton of money. Grab your cruiser/bc, fit it with T1 and go try it out. You're insured, you're not going to lose that much even if the ship pops. And honestly, if you can't figure out, "Hey, I need to warp out." before you get your cruiser popped, then you deserve to lose it. I shield tank a lot, and if my shields are about to go, I click warp out. I'll be gone before the armor is down.
I guess I'm just trying to be a little more supportive. Try it, the most you lose is your insurance premium.
