Currently there are 2 states of ships, assembled and packaged. Adding a third "packaged and insured" state that gives the ship a different icon would be a nice solution. Insured/packed ships would not be stackable with non-insured or assembled ships.
Insurance continues to count down, packaged or not and when re-assembled, the ship retains the insurance information.

You wouldn't need one for each insurance level. The ship would retain the insurance information, so if you buy platinum the ship remembers it's platinum.
It would create exactly one new shiptype per ship. Instead of packaged or assembled, you would now have packaged, assembled and assembled and insured.
Personally, I'd even pay some kind of (reasonable) fee to do just this. Making one or two trips instead of ten to move personal/corp insured ships is worth a small fee IMO.

I forgot to reply to this. Whoever insures the ship gets the insurance. When it blows up the insurer gets the insurance ISK.

not true, if a ship you insured is destroyer while youre not the owner, the garantee is canceled.
Good point. I was thinking more of corp insurance.
