Hi
I've just completed my first level 4 and it gave me some thought.
What is the consensus of experienced mission runners about where to start in the NPC chain and which direction to go.
Start at the top with BS then work down? Start with cruisers then go up to BS?
Gratefull for any advice.

It depends how confident you are in your skills and setup really. If you know you can tank it all you might want to nail the BS straight away. Most folks take out the scrambling frigs as priority so then they can warp out if necessary, and generally it goes frigs > cruisers > BS.
There's some exceptions like the Right Hand of Zazzamatazz where I like to nail the named BS and Zor befor I start on the cruisers as they do lots of damage.

My missiles don't do much towards frigs so it's usually left to my drones. I leave bses for last simple because they take forever.
There is a ratio of sorts between the time it takes to take out a ship to the dps that it does. You want to find out the type of ship that you can take out easily yet has a good dps. Like the above poster, it really depends on your setup.

I'm doing level 2's in my rax, and if the missions all frigs i just sit in space and go make a snack while my army of drones does everything and they barley scratch my tank.
if theres a cruiser there, i use my blasters on it while my drones fir on frigs
for level 4's, like the above guy said, go after cruisers with web/TP and cruises/large guns, and send drones on frigs. then go after other BS. --------------

As rule of thumb I kill cruisers and frigates first (at the same time, with cruise missiles and drones) and then go for battleships. But of course, as was said, you will have to take out the samage dealers first. In some missions those can be battleships, sentries, etc so take those out first.

I always start with tacklers first, even though I will survive tanking the entire spawn, no point taunting fate. Add to the fact that if I am in my long range setup I need to keep my distance and being webbed does not help that. 
Then my next step varies, if I am in my long range setup I take out anything that can hit me at my range, these are usually battleships. Cruisers usually can't hit me so I just let em be until the end. If I am in my close range setup I take out the cruisers first, decreasing enemy DPS quickly by taking out the weaker tanked ships first.
Turrets tend to go quickly too since they tend to have a high DPS but a low tank.

Crusiers/frigs then battleships is the proper way i supose, unless you have to kill somthing to let your tank survive
like the second stage of worlds collide, killing one battleship will let you survive using 4 hardners and 1 large booster as your incoming dps is lowerd enough

Tacklers - smartbomb, long range ships - drones, short range ships - blasters.
