Rule #1: EVE IS NOT REAL LIFE, its a game, get that through your head, a GAME.
Rule #2: Most of the people ****ed at ECM are vets not noobs.
Rule#3: NO ONE likes to be permanently disabled and not even be given a fighting chance, that is what makes ECM/NOS currently completely unfair and unbalanced. That's why Amy has a good idea, and looking at other MMOs to compare to is not stupid.
I look at CCPs role in this game like an ideal ibertarian government, their role is to keep the playing field fair.

you can do nothing while you are jammmed and for a whole 20 secs. Its boring, frustrating and decides battles. someone who sacrifices 1 slot for ecm can still win if the jam isnt successful, someone who gets successfully jammed will die in most cases. 20 secs is huge for a pvp fight
In 20 seconds someone doing 400 base dps will have taken off 8000k unresisted hp from you.

Your not? FOF? How about Gallente/Minmatar/Amarr ships which umm dont have FoFs?
Drones? Need to set them to engage first and they can be popped easily. ECM? How can you use ECM when your jammed?
ECCM? Its innefective with the current ECM system.
