No more Concord. Each state's navy provides defense for its 1.0 "newbie" systems. However, please do put in ways for someone to "fix" their faction, or to switch from one faction to another.
Provide more usefulness for various classes of ships: Frigates should rely on speed, and have stealth abilities. Cruisers should be versatile. Battleships should be slow and have massive firepower. Get rid of MWD drives. Reimburse players by moving their skill points to another navigation skill. Allow frigates to reach 2000 m/s, cruisers about 600, and battleships 200.
Make small, medium, and large versions of all modules, not just weapons. Limit frigates to small modules, cruisers to medium, and battleships to large, and give all three classes 5-8 slots, like battleships have now. A frigate should be able to install small versions of heat sinks, tac shields, cap rechargers, etc., and not be as limited as they are now.
Change the cost of ships so that frigates, cruisers, and battleships are in the same ballpark in terms of mfg cost. The cost should be in the modules: outfitting a frigate for stealth and 2000 m/s speed should cost about the same as outfitting a battleship for massive firepower or tanking.
The idea is to make all ships useful. And the idea is to make PVP profitable, by having it required for faction. "How many Caldari have you killed today? None? No implants for joo! Come back, next year!"
As for the market and manufacturing: the Caldari asteroids are mined by Caldari miners; Caldari manufacturers use the minerals to make ships, which are bought by the state, which in turn lends these ships via the agents to players so they can do missions. Of course, a player can own his own ship, but I doubt he'd use it in the war. Still, the choice is there.
I like very much many of these ideas. Mainly the "factions" system (No moral highground...) with pirate states and the like, and the "no MWD" stuff.
The way you suggested to modify the ships class is pure genious for me.:P

Sadly enough, you ideas are really good but would require an almost radical change of some game mechanics, and i doubt that being this far in the game CCP will ever accept to change such things.
Sad, cause your ideas are refreshing and also could bring up nice spice to the game. A working and sofisticated factions system could provide PLENTY of PvP for all.
