One improvement to gang warfare I thought would be the use of meta or virtual gangs. One of the problems that I run in to as a fleet commander is cooridinating multiple gangs in combat and relying on those commanders to maintain discipline of the troops under my command. The need for multiple covert operations ships and such make coordinating such matters tough for a small/medium sized corp like mine.
A meta gang would consist of a "node" commander that could link several gangs together even though members are not in the same gang. think of the node commander as an island in the center with bridges to each gang (up to a certain number perhaps determined by leadership skill level or something as I am hesitant to suggest the need for a new skill). The node commander can select what members can see his commands in the "meta-gang" chat and restric thtat information from other eyes. Those sub-commanders/gang leaders can then reissue the orders in an orderly fashion. I understand that introducing a new window in tot he game can create lag and clog up the UI, so there are issues to be resolved with a meta-gang tab or window, perhaps it could be another addition to the tactical overview, something dockable/stackable that only shows up when you need it. It would allow gangs to warp to other gangs via the link created by the node commander. This does not negate the positives of having multiple gang leaders, rather it lends a more organized framework for conducting large scale operations in EVE.

Something along these lines is definately needed.
I hope that with the new voice chat stuff we will get some enhancements to gang organisation options.
