Oh good ol' Exodus.... the expansion that did the exact opposite.
What were we promised with Exodus? A new era of empire building in 0.0 due to the release of POS and the new ability to form proper alliances of corporations. "It will be great!" said the devs. All these empire hugging carebears will flock to the outer regions and really get into the game! (Oh by the way, we are adding level 4 agents, in high sec empire too.)
What did we get with Exodus?
Large alliances everywhere formed up, the largest numbering over 3000 members iirc. War dec's ensued and every empire hugging alliance member suddenly found himself in a war zone ----> exodus from alliance and 0.0.
Meanwhile, the 0.0 npc hunters, tired of PvP and soon to be former members of alliances are finding that level 4 agent missions in SECURE empire are offering more and better isk/hour, loot, and even faction rewards like the rarely seen navy raven or apoc, than the npcing available to them in 0.0 ---- exodus from alliance and 0.0.
New players are joining the game in record numbers! They use to mine, they use to hunt npcs in belts even in low security space, sometimes resulting in a thrilling and educational first meeting with a REAL pirate. Now they are told by others, and their experience confirms, they make the most money and "advance" most quickly grinding agent missions in high sec. Low sec is full of PKs and entering results in instant death. All of 0.0 is already claimed and blockaded 24/7.
Six months after the "exodus", 0.0 was even more empty, inflation was out of control, and PvE with the possibility of PvP in 0.0 or low sec is now replaced with completely secure PvE in essentially instanced missions in high sec empire, where the best rewards are freely farmed by the majority of EVE players... solo... with basically zero risk.
CCP has recoginized this error, and taken some steps to fix it. Recall the lvl 4 agent mission bounties nerf? Still, they haven't gone far enough.... not by a long shot.
(Btw, the lockdown or inaccessability of 0.0 is a complete myth.)
