There are people playing Eve that dont want to be involved in PVP (or not heavily involved). I am not one of them, but I know of a few. These are the same people that play games like Simcity or other building games. This is a valid form of gaming, and CCP should encourage it. I am sure that in time, some of these players will progress to the point of wanting to do 0.0 industry. Just like a new combat player will start in empire, run kill missions for awhile, play low security pirate, and eventually progress to 0.0 PVP. Even if these builders dont progress to living in 0.0, they will still want the items only found there (minerals and mods). Having a large and varied user base is what makes Eve the great game that it is. It gives a reason for the combat.
Industry in empire is broken. I often clear out my loot hanger and recycle hundreds of T1 items since they are not worth selling (their mineral value is near or better then their sale value). Named items sell, but that is not an industry item. T2 sells, but CCP intentionally limits the BPO's and build quantities to keep these as semi rare items.
The solution? Either reduce the amount of loot drops (easy to implement), or increase the need to replace items. Since weapon systems can take damage (the game tracks this already), allow weapons to slowly take unrepairable damage. That way after a month or two, you need to replace that gun, even if your ship did not die. For a PVP'er, this wont matter much, ships and guns are having to be replaced on a regular basis anyway. But for that part time Empire mission runner that has not lost a ship this year, he will be forced to become a market consumer.
As a possible minnie profession, maybe allow for a named mod to be recycled and a unique item salvaged. This unique item can be used to recreate that named mod. As an example, your scout 1400 is no longer useable, you recycle it getting a few mins and a 'high tech arti servo'. With the right skills, you can take that item and a T1 1400 to create a new scout 1400.
The point of this is to allow people that want to play part time, live in empire, and be industrialist, to do so without having much of a negative effect on others (othere then boosting demand for the rare minerals/mods that can only be had in 0.0).
