1st off: I think it's Tier 3 BS, NOT TII BS thats coming soon. Though I would imagine TII BS could be the next step soon after? HaveTech II BS's been anounced and i just didn't hear it? Last I heard though it's Tier III, which is a different animal altogether from TII.
2nd: Research agents and the TII lotery have been a resounding flop. Sure it limited how much of these items there are on the market, which overal can be a good thing. but A: There is little point even bothering with one anymore till new TII crap is seeded into the lottery. B: Whatever code went into determining who got the BP's for TII items sounded kind of streaky... Maybe thats just a matter of perception, but there are folks who worked thier butts off ever since it came out and never got a thing, and there are folks who worked thier butts off too and have multiple TII jackpots. C: Considering the dedication and work required to make Research agents work for you, it's really crappy that it was a lottery. If it's goingto be a lottery, then just make it a real lottery with every contestant dropping isk on a ticket for the damn things. OR make it a bidding war and literaly sell the BPO's to corps, limit 1 per corp per BP. bidding starts at some high price. Still sucks but then at leastthe system would have been more transparent.
3rd: EVE really should have had a true research element along with brand naming, where a player can modify and upgrade existing hulls and items into TII and beyond. Giving EVE characters unprecedented customization possibilities. Making NEW ships would be a fun side hobby for a lot of people, limit them to existing hulls, and balance the modifications so that the more powerful upgrades and changes are really expensive (and would thus require corp or alliance funding), and work out a balanced system so that players can't make things too overpowered. Like a point buy system in D&D for attributes with an upper limit. Some things are more expensive (say adding in an additional mid slot), and may come with limitations (the addition of this mid slot will cost you 200 structure and 100 armor HP for this ship class). Sure there will be some prefferreed flavors, and some things which are worthless. but the freedom to make (discover) our own TII+ items and ships IMHO would really add a dynamic to EVE that would WTF Pwn everything about the way we do it now.
It wouldn't just be about the corp/alliance that can buy/afford the better ships as it is now. It would be about either having a good industrial side, or having good relations with one, as researching and developement would be a very wide reaching occupation.
Imagine if you will testing new ship designs, and researchers and developers really needing either combat experience, or contact with pilots who do...
Imagine the risk a corp/alliance would take every time they make a new ship design... Will having a 4th mid slot on a thorax be worth it? Maybe just giving it higher base PG would be better? How will it all work out in actuall use against standard ships?
If you spend a lot of time on a project, and it turns out to be a bad idea to add that mid slot, even if you can recover some percentage of the investment (like a button that says scrap project and gives back some of the materials), a bad design could cost a fortune... So having a good R&D department would be Very team oriented occupation, with a lot of experts adding in thier ideas, and the reasearch and development player working to make thier ideas possible.
Then when all is said and done, and the new upgraded/moded ship/item has been fully researched and developed, and it's a winner, the corp/Alliance can then start churning out BPC's of the product, or corner the market and produce them as the only source. complete with the brand name on the product. Named and faction items should be inferior in the long run... and the industry players in EVE would rejoice.
