At the moment moon mining is mostly an off-line passive income to large alliances. It gives large ISK income and thus justifiable advantage to the alliance that has made the effort to secure the moon. Problem is that POS warfare is boring, thus why CCP is trying to eliminate it from the game.
Another factor to consider with the nerfing of capital ships is the retention of long term players to the game, who really have no point of staying and playing to the 'end game' when capital ships are no longer a sought after goal of EVE, for the various reasons discussed in many other threads.
My proposal is to make moon mining an active income, requiring capital moon miners fitted to a Rorqual, having to mine outside the POS and range of pos guns. All other processes of T2 production would remain the same.
This will require other pilots active for protection and hauling duties, create another purpose in game for capital ships as well as risks and purpose for capital ship battles.
This will also make 'ninja' moon mining squads viable. a corp of cap pilots could sneak a falcon into a quiet constellation, probe out a worthy moon, jump in a rorqual, jump freighter and carriers (maybe dreads?) for support and mine / plex in system until discovered / bored and jump out with valuable cargo. Thus providing another activity for established players in small corps (of which there are many) that can't afford the many online hours required for large alliances and associated politics.
This would of course require tweaking of risk / isk and maybe a change of game mechanics to allow warping to a moon with a pos attached. I am on the fence regarding the requirement of a siege module to allow moon mining, which would greatly increase the risk. Perhaps a short 1m duration module that would require the defensive alliance to be organised with tacklers and offensive cap squads.

For real now, this is just no duable. to support an larger alliance you need to have those passive moon miners. input reasons here... your idea means the whole game need to be rewritten, just think on all the changes your proposal brings with you, not just "active"moon mining and removing passive pos moon mining, but everthing between that and you t2 products.
please re think your plans and form a better proposal for active moon mining ? maybe you can land on the other end of the moon and ninja moon mining.

The argument that large alliance need to have passive moon mining to survive is obviously false. Large alliances were in existence before the introduction of T2 minerals, otherwise known as the golden age of eve.

I fail completely to see how you justify this assertion. Remove moon mining pos modules from game would be trivial, many items, specifically pos modules have previously been removed without complete game rewrites. System scanning modules come immediately to mind. POS reactions process would not change besides having to load mined moon minerals hauled to the corp hanger into a silo, a process used already when reacting components not mined directly from the moon.
The only change would be that alliances would be required to organise moon mining operations similar to required ice mining operations to maintain the T2 production process. Yields would have to be tweaked, it would not be practicable to require a rorqual mining 24/7 to maintain a production process, and maybe a depletion mechanism similar to asteroids to prevent over mining creating too much isk in game and destroying the economy.

Yep... IMO... moonminig now S** ... srry ccp... it is realy boring... and don't realy makes much sense... after redoing the PI i sugest you guys to take a look at the moon products... there should be other ways... and ... Capital minning would be awesome! Huge lazes shooting the moons!!!!! or add some sort of sub-game like PI for Moons... so you have to find the minerals and place/move the extractors... |

PI 2.1 replaces POS based moon mining with Moon Interaction.
