There are generally two schools of thought on attributes. You can either go for total balance, or balance with low charisma. Charisma is used for leadership skills(boosts in gangs), social skills(useful for mission running) and trade. That's comparativly few skills, but if you really want to get into gang combat as a leader, mission running to the max, or selling loads of stuff, low charisma will do for you. Generally most races and bloodlines will be suitable for either method of balance.
Generally, amarr ships provide sheer firepower, caldari are good with missiles, Gallente are heavy on drones and minmatar ships are a tad faster. Of course you can train for any race ship, and all races have special ships for certain tasks. Caldari are also the only distinct shield tankers. For a new player it might be easier not to have to tolerate a red line, plus have armour to warp out in, instead of strucutre. But that's all just points of view.
As for money making, i would skip the mining, or stay very low on it, skill wise. You can make good money with missions, and for both ratting or mining you'd need to go low sec to really get some cash out of it. As an example a jetcan full of omber nets about 3-4 million. That can be potentially quite bad, depending how long mining takes vs running some missions.
Build 1: Not terribly useful for you. Science 3 is all you need for cybernetics, and will not take that long to train. You are not likely to use research, and biology isn't even in.
Build 2 and 3: High gunnery is good, espacially for amarr, who rely on it quite a lot. Maybe less useful for a gallente drone user, but they got gun ships too.
Anther popular path is to go through spaceship command, and eventually get frigate 4. This can be very useful, because you can fly all frigates to start with. It should not give you money problems to buy them, after the starter missions. Of course it's only very useful if you know what race you are gonna fly for at least some time. You might start a race just for it's attributes and then fly another right at the start, as soon as you buy that skill.
