Have it so that anyone in a n00b corp can't agress anyone in 0.5 -> 1.0, unless the ship they are engaging someone who is crim flagged to them or is -5 sec status.
Solves a number of problems, as the suicide alt would be carry on ganking from insode the player corp, but the victim can if they so wish retaliate by issuing a war dec providing their not themselves hiding in a n00b corp.
Also have it so that if your crim flagged or kill rights flagged for high sec killing you can't leave your corp until that has expired. This will prevent the kill something duck back into the n00b corp to escape.
Its simple and keeps the whole risk/reward issue in balance.

I rather like this. Simple and elegant. Not because it will make life better for people too stupid to avoid empire suicide gankers (which is devestatingly easy by the way) but because it solves a number of other annoying issues with the abuse of noob corps.
Frankly, once a person leaves a noob corp I don't think they should be allowed to return... furthermore I think that after a suitable period a person should be expelled from a noob corp. Yep, the person might end up in a free one person corp, but at least they would not be able to hide out any longer. And a very important point, that period of time where a character is allowed to stay in the noob corp (whether it's 3 months, 6 month's, a year, whatever) should be calculated from the start of the account, not the start of the character. That goes for the criminal as well as the carebear.
