Is it supposed to be this way? I scanned for an empty shuttle but no hits came back. Does this mean I can leave ships scattered about and be safe knowing that they won't be found. (and of course hoping I don't loose one forever if I forget to BM it.)

You can find any ship with scan probes, them being empty doesn't make any difference.

On the other hand, I have had a bug where a ship couldn't be found, Relogging and scanning agani fixed it

This is a bug. I just remembered last year I worked on my scanning and I located two shuttles. So I hope CCP is working to fix this.

Get under 50 000 000 KM from the shuttle and you will find it in 1st try.

Remember all probes except Deep Space Observator Probe have 1AU vertical range only. If shuttle is more than 1AU above/below your position you will not find it.
No, results from DSO searches are NOT on the same plane as target so they are usless for other probes.
Yes, it sucks.
No, it's still usefull to train Astrometrics level 5. You can make fancy safespots using DSO results.
Yes, those skillpoints will be wasted after Kali because of new meaning of Astrometrics skill.

No, I stole a battleship someone had left at a safespot using probes the other day after picking it up on scanner and seeing no control towers around  .
