Here is what's going on.
It is not that alliances have no civilians, quite the oppisite, Alliances have no military. Everybody NPCs everybody mines, everybody produces. Alliances however do have a militia, everyone also fights. Because of this, a rent paying corporation is viewed as more of a liability then an asset. Because almost every member is engaged in economic activities already, a corporation that engages purely in economic activities is not valuable to a group of people that fund their PvP on their own. Independent Corporations can be valuable to their benefactor alliance if they also fight, and do things that allow the alliance to project power
Here is how corporations add value.
(1) PvP. A corporation that will fight your enemies, and not fight your friends is an asset.
(2) Living in other regions, A corporation that will occupy regions the alliance doesn't occupy, and keep them filled with friendly PvPers is an asset. More than an asset, it is the main way of claiming space in this era. To claim a region, an alliance needs its members to occupy the stations in that region, to claim multiple regions, it is necessasary to have friendlies occupy other stations, so as not to spread the alliance thin.
(3) Selling stuff at resonable prices, the market is somewhat thin in 0.0, if you make stuff and sell it in the regions, you will be an asset.
(4) Paying dues, The dues that need to be paid however will be high because usually the benefit need to filter to every alliance member corp in order to have an effect on the alliance's ability to fight.
Things that make you a liability
(1) 23/7 mining or NPCing. If you live in space, you should help defend it, not get stupidly rich and run at the first sign of trouble.
(2) Shooting friends or not shooting hostiles, enough said.
(3) Selling stuff at outrageous markups, if you want to sell a shuttle for one million isk, do it in someone else's space. Especally if you just haul the shuttle from empire, that dosn't do anything that the alliance can't do for far cheeper.
