Is it time? A certain number of missions? Or is it totally random?

It's random. After you accept or reject an offer you have to do one mission to get another offer. When you'll get it is random and is I think somewhere between 0 and 7 days (someone correct me here) and it doesn't depend on how many missions you do in that period.
Storyline missions however are about every 16 missions.

1 offer per two days as long as you do 1 mission within those days (IIRc)

Yeah I seem to be getting an offer every other day with my level one agent.
I have been using the same agent and now I have 1100 LP with him. Some L2 agents have opened up now but I keep doing a mission for this L1 agent after every offer in the hope of an implant offer soon. Once I get that, this agent is history

You need 8k LP for a +2 implant offer.

Which is why I will take a +1 implant from this agent before I move on. Might as well get something frome the LPs I've earned. Most of the sites I have looked on say the +1 implants start at around 1000-1500 LP.

I just got an offer from my lvl 2 agent today for (2) +1 perception implants for 3000 lps. I dont really want them though, if I continue getting lp's will I get offered something better?

You will be offred something different, if it's better or not depends on luck and exactly how many more LP you plan on getting getting.

After accepting an offer, you do not have to do a mission to get another offer.

What I've noticed is that I get 1000 Loyalty point.
Log off and on again, and there will be an offer waiting for me.
Same thing happened when I got 2000 LP.
Very same thing happened again when I switched to a level 2 agent.

Does rejecting an offer affect your standing in anyway? i know missions have this effect but wondered if offers did? i have some offers but have not taken them as they are really bad! but i didnt reject them as i was unsure if this would lower my standing
