my new lvl 3 agent is poor(agent -18% standing +4) will he get better over time

Yes; the current +4 modification of agent's quality is determined by your standing with the agent's corporation, since the personal standing with the agent is 0. Performing actions for the agent will increase your personal standing with them, all way up to +10. Once this personal standing becomes greater than corporation standing, it will be used to modify quality of the agent... so they'll wind up at -8 which is 'mediocre' i think... but still better than the original -14.

So the "Standing +4" is not currently affecting the -18%? What corporate standing is compared - the corporate standing that goes up by 0.06 (<- my observation) every mission?
So are you saying that after ~100 missions (100*0.06 = 6.0 standing which is greater than the current 4, but only approximate as his standing with the agent will no doubt get better than +4 with that many missions, but let's say it doesn't) that the +4 will begin to modify the agent's "effective" quality?

Sorry about that, whenever i try to explain something the results are rather awful ^^;;
OK, lemme try again: when you invoke info window about an agent, there's three sliders on it. Personal standings towards agent, standing towards agent's corporation (capped by formula agent level * 2) and finally, your standings towards agent company's faction.
Out of these 3 values, the one that is the greatest is used to modify quality of your agent. If at the moment the corporate standing of +4 is the biggest value, the original quality of the agent is modified by it. If say, your standing towards the faction was greater, it'd be used instead.
The standings towards the agent, corporation and faction improve with every performed mission (but corporation and faction is capped by the level of agent, as mentioned above) The personal standing towards agent increases fastest, the corporate standing increases moderately, and the faction is raised slightly with every mission.
Because the personal standing grows fastest, after a number of performed missions it will exceed your standing towards the agent's corporation. When it happens, the game automatically uses this personal, more beneficial standing to modify quality of the agent.

Just curious if you know how much that extends? Ie, jack some convoys of that corp, let the corp rating drop, and continue boosting the agent quality?

... I think the highest value you can get the standing to is +10. At least this is what it says for my lvl.3 agent who has the personal standing slider moved all way to the right, i.e. with no room for further improvement...
