Will CCP replace all the implants that will be lost due to podkilling?
Cause pods will be destroyed by big missiles.

Though there will be an issue with time zones in the "Final Championship between the houses".
But I guess the players who proceed that far will be very keen to continue these matches, and would make an effort to work that out... If I'm in a team that proceeds, I'd probably be available at any time of the day

Another big issue, which I hope you've thought of:
The voting must be limited to ONE VOTE PER ACCOUNT.
Otherwise, I'm very sure there are people who will create alt->vote->delete alt->create new alt over and over again to vote for themself. Would be possible to place 2 votes every 5 hours...
