They'll let you transfer characters or change your portrait for a fee...
I want to change the name of one of my characters!!! It's not like it changes my "work history" or my security rating, which any experienced player knows to look at. I'm just tired of having a really long name on my other guy.
Can we PLEASE get this option? I'll pay the freakin $10!

Would make it too hard to follow players paths, or too easy to escape reprisals from players.
If you really want to change, my idea to solve this was posted here

That's interesting...
Something I noticed though is that they don't seem to remove offensive names. Takes for instance the character *****flaps.. I would have thought she would have been history some time ago

I did too, its the 'Pawi' that got on my nerves. Sobeseki Josari is the alt ceo of EarthForce, which will become the military arm of the Federation.

duge hick and he had to change his name 
/edit: im happy to petition your chars name as offensive, i will tell them you named it after my dead granny or something..
