Rocket Propulsion Studies Rank 3 Skill at utilizing Rocket-Sized Guided Missile Engines to their full potential. 5% bonus to Rocket Velocity per level.
Standard Missile Propulsion Studies Rank 4 Skill at utilizing standard sized guided missile engines to their full potential. 5% bonus to standard Missile Velocity per level.
Heavy Missile Propulsion Studies Rank 5 etc etc
Torpedo Propulsion Studies Rank 8 etc etc
Cruise Missile Propulsion Studies Rank 10 etc etc
Heres the big difference though. They go in the missile section of your skill tree, but they require perception primary, intelligence secondary. A skill that boosts missile velocity is needed. But these are all high rank skills that would rarely go to 5, and you would have to be a dedicated cruise missile user to put the cruise missile one to level 4.

It wouldn't cause any inbalance Maya, what it would do though, is add millions of sp to the missile skill tree. A lot of people complain that missile users dont have to train as many skills to be effective, especially in the fact that to train t2 launchers you dont have to have the smaller prereqs. Now if you really want to be specialized with your t2 version you're going to have to do some training. I forgot to add prereqs, will add those in now.

It would add millions of pointless skill points to the missile tree.
For example, lets say you added "Small Turret Spec" "Medium Turret Spec" and "Large Turret Spec" to the turret tree, each of which gave 1% damage per level.
Why is it necessary?

Not really sure what you said there, but I hardly call 20-25% Velocity Increase pointless. Make it 10% per level if you like. so it becomes a 40-50% increase.

However you do need to train the smaller missiles in order to use the larger ones, some basic missile knowledge would have made you aware of this fact.

You dont need to train standard missile specialization to level 4 to train heavy missile specialization. On the other hand, you do need to train small rail gun specialization to 4, in order to train medium rail gun specialization. Which means you need to use small t2 guns before you can use medium t2 guns, and both small and medium before you can use large. Guess what you need in order to train heavy missile specialization!???!!! Standard Missiles III.

Missile velocity doesn't affect damage at all, does it? This is just a range boost, and a reduction in the delay between firing and impact.
I'm not really seeing a need for it. Even with the boost, you won't be able to pop shuttles at gates with a Raven, and I've never heard anyone complain that missiles don't go far enough. Is that a problem now? For anything but battleships or the Caldari HACs, combat takes place within fairly short ranges, so another few km on your Hawk's bloodclaws won't likely be worth the training time.
Maybe the rocket range bonus would help a Kestrel kill some interceptors, and I'm sure the speed boost would help stealth bombers get that alpha strike in, but it would be the first skill to require a specialization to hit level 5 as a prerequisite. It's a whole new tier of skills.
I don't like it.

Great idea,missiles are far to easy to train for at the moment,possibly you can even add some skills to it to improve on missile damage for t2 missiles,but at the moment a missile user has to wait(with my gimp perc skills)under 100 days..A turret user 160 to 200 days(depending on perc).

However if you call it "Missle proficiency" and it adds 10% target navigation precision per lvl it might be something that people would train for (exceptionally specialised missle using people)

The total number of SP in the missile tree is already more then the gunnery tree if you limit it to 1 weapon type and exlude weapons upgrade/advanced weapons upgrade (used for for gunnery and missiles) and capital weapons (didn't check with whose but probably still the same).
59 ranks to get level 5 in all gunnery support skills + small/med/large for 1 gun type including small/med/large spec for both short and long range.
69 ranks to get the same for missiles. --------------------------------------------------------------------------------

ya but you need to train cruise missiles to 5 and torps to 5 in order to train the spec skills while for turrets you only need to train Large turrets to lvl 5 after which you can train both blasters and railguns, it balances out in the end.
