Petition as fast as possible, and be clear. If you get scammed, post on the thread of the seller immediatly. You usually get the code right away, if you dont, post saying that the transaction is pending to warn others to wait before you can confirm that he actually has codes.
If he logs of / blocks / leaves convo or has not provided a code after 20minutes, immediatly confirm that he is a scammer and petition right away. Gm response time is 30mins - 2h and you get your ISK back right away.
I dont know what their agenda is exactly, but i talked with one of them, and they couldnt really care less that they get banned. Try to avoid 1day alts and cheap bulk sellers as much as possible ...

i didn't get scammed yet but just in case...

I could do with knowing this also.
I have just lost 280million isk to a character advertising on these very forums called 'waternutria'.
So which petition should it go under?

im not sure myself, but since this is an urgent matter, it should not be important - petition under other and ask the GMs what petition type they would want, if you want to be on the safe side.

I would file it under exploit. I got caught a few times and placing a petition for exploit got a rapid response.
Be sure to include as much detail as possible. Time of Isk transfer (description if one was added), evemails, copy/paste of chatlog with scammer. (C:\Program Files\CCP\EVE\capture\Chatlogs)
Be calm and clear and all will work out fine.

Can CCP revoke time? If so it should be the other way around. Seller sends code, buyer enters and then pays.
