is their any skill or equipment that will allow me to speed up the time it takes to initiate warp?

It¦s more a case of maneuvering your ship to allow this to happen hence navigation & evasive maneuvering will help skill wise, the rest is experience in pointing your craft in the desired direction.
This can be expediated with AB/MWD.

Nanofibers in your low slots will decrease your ship's inertia and both allow you to turn faster for warp alignment, and let you accelerate faster to get to warp speed. They also make your non-warp speed faster.
Drawback is that they neuter your hull strength, so if you get jumped, you have that much less between you and vaccuum.

Ah... not exactly sure what you meant to say there, but if you activate an AB or MWD, it will actually take you longer to enter warp.
Two steps occur before you actually enter warp. The first, is aligning with your warp point. This is dependant on how quickly you can maneuver your ship to align with the warp point. Having an AB or MWD active decreases your maneuverability, taking longer to align.
The second step is accelerating your ship up to 75% or your max speed. If you have an AB or MWD active, that's 75% of your max AB or MWD speed. I haven't found a ship that can accelerate up to 75% of max faster with their AB or MWD active.
Both modules have a mass addition stat. This is the amount of mass that effectively gets added to your ships total mass when those modules are activated, which hampers both maneuverability and relative acceleration as mentioned above, and results in a longer warp time, not a shorter warp time. Not to mention that MWDs turn you into a huge target, which is something you probably don't want if you're in a hurry to warp out.
