I'm doing Sisters of Eve missions so my gallente faction doesn't drop too low. I went to the one internal security agent they have, in Rens, but I end up fighting angels and mordus, the two pirate factions I hadn't ****ed off previously (and actually mordus like me a lot) If I want to keep the option of doing some pirate missions with them, can I do sisters of eve missions in another region? I could go with their admin agents, and at least get 50/50 kill missions, rather than the slow as heck courier missions.
And is there anywhere to see what empire space regions spawn what pirates?

From what I have noticed, it is a combination. For instance, Amarr have two main pirate "enemy" factions. Sansha and the Blood Raiders. As such, they have a few missions where either of those enemy types could be present. In some areas, such as Domain and Tash Murkon, the belt rats are Sansha, so these missions will have Sansha in them. In places like Aridia and the Bleak Lands, the belt rats are Blood Raiders, so you'll get Blood Raiders in the missions there.
As for Mordus, they aren't actually a pirate faction. There isn't anywhere they'll spawn outside of missions. I primarily run Amarr missions and though I've had a missions that put me up against them, but my faction with them is decently high. I would assume Sisters of Eve would be similar, the Mordus missions are probably fairly irregular.

Which said, the Sisters of EVE don't have a specific factional enemy against whom they could send you, so I'd guess that their missions will - mostly - be against the regional pirates. Maybe if you head to one of their stations in Gallente space, and fight the Serpentis? ________________________________________________

I've been flying in Rens, and so far the missions have been against mordus, angels, and sansha, though mostly angels and mordus. Who are the normal Gellente enemies?

The rats of the missions depend on the region where are you doing missions and the faction that is directly enemy to the faction you're doing missions. I was doing missions for an agent of transstellar shiping (gallente) near rens, and all of the rats were angels with some caldari navy ships in some missions.
The angels pirates are an exception to the rule because any imperial faction can give you a mission against them. -----------------------------

Sometimes I wish people would read before they post. Even if that means reading in-game info...

No they aren't. You work for the SOE in Pure Blind, infested by Guristas pirates ... they'll send you against Guristas pirates.

The Angels in Tash-Murkon give a nice hit to the Blood Raiders, and there are a couple of similar goof-ups all over. --*=*=*--

I don't remember which dev said that but the angels can appear thoughout the entire galaxy and every agent that gives combat missions can give an angel stravaganza, thats the reason for the presence of angels in everyshore. -----------------------------

in the main two things determine which rats u get;
the region the agent is based in;
the faction the agent works for.
certain missions seem to be affected by the geography, certain by the faction.
some missions are the same regardless of region or faction, for example all agents give the mordu mission.
however recently there has been some additional randomness, for example i use a gallente agent in gallente space and the intercept the saboteur mission is against blood raiders there. -
