You got all the key points, you just failed to put them together.
All moving in would have done would have increased ASCN's ability to tank for longer, because you would be giving them more cap to work with.

If the BOB team had moved in, then the huginn could have webified one of the smaller ships
Why would BoB have had to move in to web a smaller ship?
ASCN had to stick together, so I assume that all of their ships were probably within web distance. As they could only move as fast as the slowest ship, webbing a smaller ship (which is natuaraly faster) would have allowed them to advance on BoB more quickly.
