It wasn't too replace the broken bounty system.
The Security Status bounty I am speaking of, was merely the amount of ISK a Pirate has to pay if they want to get the security status back to travel in HS again. The victim would get their loss back, and it would be tied to a kill rights system which I think means the victim was wronged in HS and not a mutual battle.
Are you proposing to exclude low security status players from highsec unless they pay to boost their sec status?
If I read that right then popcorn If that's not what you meant I suggest you rephrase the part of your post that I've highlighted.

Um.... go to hell, for the following reasons:
1. This is a PvP game. Not a carebear game where PvP is a broken subfunction. PvP is default mode. Get used to it or get gone.
2. Carebears are not the only ones who have "earned" their security rating. Pirates like myself have to grind back our sec through missions and/or ratting, or pay out the nose for tags. We earn our ratings the same way you do. There is no difference between someone who maintains a +5, and someone who climbs back up from -10, except that the pirate has to do a lot more to get to +5.
3. F&I is that way ------->
4. You're right.... trust is EVERYTHING in this game. I just have different people I want to trust me than you do. Neither of our playstyles are any more or less valid.
5. "Death Matters" and "Be The Villain" are previous ad slogans for this game, and they continue to ring true to this day, as they will as long as there is an EVE Online. Get used to it, or get gone.
6. Stop being a victim and learn to fight back. Nobody's going to force us to pay you back because you refused to maintain situational awareness. That's what ship insurance is for. That moment when you realize the crazy lady with all the cats was right... |

It's entirely too true. The more piratey and "bad guy" a group/corp I join, the nicer overall the people involved seem to be. Back when I did a little more organized lowsec/wardec PvP, I had our most hated "enemy" corp CEO throw me a few plex when I was going through some financial trouble, just so I could stay in-game and pewpew against them.
I've joined "Fun casual highsec PVE" corps who'd literally have "mining CTAs" were nothing short of death would get you excused. In that situation, missed a mining CTA due to being in the ER for a migraine. Got back home, and got "No excuses, 50mil fine or GTFO".
Yet somehow, when you talk to non-EVE players, it's always the pirate/ganker types who get held up as examples of "take the game too serious sociopathic crazies". Kentucky Derby losers are not turned into Ikea meatballs. Dzhokhar Tsarnaev did not accidentally blow up vowels in his own name. The chupacabra does not deliver presents on Cinco De Mayo. Just a thought, for you time to get a new ship involves a catalyst or Tier 3 BC, nice and cheap, more than likely less than the profit from the last Gank, but pretty minor expense either way.
The person you just killed, may take a week, a month, or a year, to replace the loss, particularly if foolish enough to be sailing around with all purple or an over expensive cargo.
You really should not be surprised that his reaction is stronger than yours, it is what you seek. Either big reward, or big reaction.

There is nothing wrong with the choice of that as a career. But especially if after the gank one goads and rubs the victims nose in it, and crows about their helplessness. I don't care either way, I just seem to look for loop holes and see if there is a better way.
I've lost 5B in a single freighter gank before with other toons, which was the most memorable moment I've had in this game. 40 Kill rights.... My wife noticed I was quiet for about an hour after that one. It was actually fun though seeing all the pretty lights...
