The thing is, it's not even:

it's more "We're not happy with this post:", Please take a look at the forum rules again.
Which to me would be a polite reminder, almost a warning of a warning. It was only when One of the mods just said RABBLE! in a thread that I said they should receive a warning for it (in jest, obviously) and he spealed out the whole text that i'd seen a few times before.
I sat and realised that I had actually received several warnings and just thought "Oh bugger."

Does it state that it is a warninig explicitely?
The subject is "Eve Online Forum" and the text reads

So I'd guess they are warnings  Guess they are also followed by permabans at times, but I've (obviously) never got one of those.

I imagine the permaban is something like this:
Hi, [CHARNAME]
You are receiving this notice in regard to the Forum warnings you have received. Your posting privileges have now been suspended for Soon (tm). This permanant ban will be lifted when Jove space becomes available.
We valued you as a member of the EVE forum community and wished to allow you to continue participating but you really ****ed us off this time. Good bye.

Interesting. I replied to one such mail and asked if that was a warning. I never got an answer. Two weeks later I got the nice survey about custumer service interaction.  --*=*=*--
